Does the import wizard ignore archived members?

Emma API does not allow us to explicitly ignore archived records in Emma.  To get around this limitation we store Emma archived records in Salesforce, this information is updated every time the primary sync runs (be default every hour).  We compare Salesforce archived records as part of the import wizard import process.
