Do subscriber rules fire every time?

If you have set up a subscriber rule on the contact or lead object, the trigger will fire anytime a record is created, updated, or both based on what you have set up.

Our code will then start a background job to see if the record meets the rule's criteria. If it does not meet the rule, we won't call Campaign Monitor API.
